Consultant shall ascertain the level of Congressional support for a change in statute, the effect of which would be to extend the time available for the Client, PV2 Energy, LLC, to qualify for the federal solar Investment Tax Credit for the Panoche Valley Solar project (a solar energy project currently required to be commissioned and operating by December 31, 2016, in order to qualify for the federal solar Investment Tax Credit). In addition the Consultant shall seek outreach (including letters) from Members of Congress to the United States Army Corps of Engineers and to the United States Fish and Wildlife Service and to other relevant federal agencies.
