NO CHILD LEFT BEHIND CURRENT LAW IMPLEMENTATION - Regulations, guidance and other implementation issues in diverse titles of the current Elementary and Secondary Education Act (ESEA) reauthorization and specific impacts on California preK-12 public school districts, including Title I funding fairness issues, funding flexiblity, consolidation of Title I schoolwide funds, while preserving school and district accountability * INDIVIDUALS WITH DISABILITIES EDUCATION IMPROVEMENT ACT IMPLEMENTATION Regulations, guidance, and other implementation issues of the latest reauthorized federal special education law to improve services and results for children with disabilities in pre K-12 grades of local public schools and districts, including specific California impact * ELEMENTARY AND SECONDARY EDUCATION ACT REAUTHORIZATION PREPARATION Preparation of recommendations to retain, revise, improve or add provisions in the upcoming reauthorization of the ESEA, the principal federal statute that affects K-12 public education, with California impact * S 405: TITLE I INTEGRITY ACT OF 2007 To specify uniform purposes for which funds under the Elementary and Secondary Education Act Title I, Part A, funds for disadvantaged students, may be used by local K-12 public school districts for direct or indirect instructional services * S 778: THE TEACHING FELLOWS FOR EXPANDED LEARNING AND AFTER-SCHOOL ACT OF 2007 (T-FELAS ACT) To provide competitive grants to eligible entities to recruit, select, train, and support Expanded Learning and After-School Fellows to strengthen expanded learning initiatives, 21st century community learning center programs, and after-school programs, through at least 30 weeks per year with opportunity for Fellows to earn undergraduate or Master's degrees in education * TO PROVIDE CONTINUING ACCESS TO STUDENT LOANS DURING TIMES OF FINANCIAL TURMOIL IN U.S. To ensure continuing availability of and access to federal college student loans for local public school students, especially those who aspire to attend college, are from low-income families or underrepresented groups, who may be the first in their families to chart such an academic course, and who are taking a course of study while enrolled in elementary and secondary school to prepare them to succeed in college and career, during the now turbulent financial times in the U.S. * HR 6654: INCREASED STUDENT ACHIEVEMENT THROUGH INCREASED STUDENT SUPPORT ACT To increase recruitment and retention of school counselors, school social workers, and school psychologists, to low-income public school districts through new competitive grants to partnerships of school districts and graduate school programs training these professionals, to expand availability of student support services to preK-12 children and youth * TO PROVIDE ECONOMIC RECOVERY URGENCY FUNDS IN 2009 TO PUBLIC SCHOOL DISTRICTS To encourage federal funding on an urgency basis to pre-K-12 public school districts in California, through economic recovery legislation in 2009, to maintain availability of educational services to students at a time when the State of California is experiencing a serious fiscal crisis and school district budgets are subject to severe cutbacks
