FCC Docket 99-25: Discussed concerns about the 50 per broadcaster nationwide cap on translator applications from the 2003 FM translator filing window. Also discussed concerns about the one per broadcaster market cap for applications. Discussed how a cap would impact services for smaller markets, that there are other ways for the FCC to deal with "speculation" concerns resulting from parties who massed filed applications and that some markets are so large that one application would not be sufficient.

Discussed the proposed cap on and bucket for itemized deductions (specifically the charitable deduction) and the effect that they would have on the charitable sector and those that the charitable sector serves. Also discussed how the charitable deduction is unique from the other itemized deductions and shouldn't be touched, and that charitable orgnanizations and those they serve would likely be impacted more severely if a cap or bucket were utilized because donations are discretionary, while the other deductions are less so.
