On behalf of the Rural Broadband Alliance, we drafted revised language that could be adopted as stand alone legislation or included as a rider to other legislation to address concerns of broadband providers with the implementation of the Federal Communications Commission's November 17, 2011 Order that adopted changes in universal service mechanisms and intercarrier compensation.
