In the Senate-passed bill, the private car/special train provisions are on pages 65-66 of the accompanying report (the paragraph headed: "Improving Communications with Stakeholders." The Long-distance train provisions are in the bill itself, at page 473, beginning on line 3 ("Provided further, that not less than $50m of the amount...")
